WELCOME

 

 

On behalf of the Organizing Committee of the 1st International Yellow River Forum (IYRF) On River Basin Management and the conference host, the Yellow River Conservancy Commission (YRCC), I warmly welcome you all over the world to Zhengzhou attend the IYRF. The IYRF should be held in Zhengzhou on May 12-15, 2003 by original set, all preparations of the Conference had been finished by April of 2003. Unfortunately, because of the outbreak of SARS at that time, the Organizing Committee cannot but made the decision to postpone the Conference for your safety and health. I should say sorry here to all of you for causing you so much inconvenience due to the postponement of the IYRF. Today, the alarm of SARS is removed and every thing becomes normal, we can hold the IYRF here safely. I believe that with your participation and contribution, the 1st IYRF will be successful.

 

The Conference is the first one of IYRF. The central theme is the river basin management mode and experience, and up-to-date technology application in the 21st century. It is developed into five sub-themes: basin water resources management; meandering river training and management; river monitoring and forecasting; ecological and environmental protection; and basin water allocation, water right and water market. The Secretariat of IYRF has received more than 300 papers from 32 countries and areas. Through examine of the Scientific Committee, 258 papers will be included in the Proceedings of 1st IYRF.

 

I am sure that with effort of the Advisory Committee, the Organizing Committee, the Scientific Committee and all of the representatives, the representatives will benefit from the conference in the professional field, and be happy in life. I am also sure that the experience in the conference will influence the management of Yellow River and other river basins in the world actively in future.

 

Finally, I hope that the 1st IYRF will be successful, the conference will keep a deep impression to every participant, and every participant will be in good health and have a pleasant stay in Zhengzhou.

Technical Service & Presentation Equipment
The technical secretariat is located in Room E0208 on the second floor of the YRCC Building, it provides:
? Technical assistance to sessions¡¯ chairpersons and speakers.
? 2 technical secretaries will work at each technical session. Speakers are required to contact with the technical secretaries in the sessions¡¯ meeting rooms 2 hours before your presentation.
? Presentation using multi-media LCD projector, overhead and slides can be prepared or pre-tested in Room E0208, on the second floor of the YRCC Building.

Insurance & Safety
The Conference Organizers accept no responsibility for risks, such as lost of personal belongings, accident. Help can be obtained from the Registration & Information Desk in the lobby on the ground floor of the Sofitel International Hotel.

Weather & Dressing
The average temperature in the last ten-day of October in Zhengzhou is 12.4¡ãC ~14.5¡ãC with the highest of 28¡ãC at daytime and the lowest of 6¡ãC at night.
Formal dressing is only suggested for Opening Ceremony, Chairman¡¯s Reception, Closing Ceremony and Farewell Banquet.

2 SOCIAL PROGRAM

The following social program of events has been organized for participants and accompany persons.

Chairman¡¯s Reception
On Tuesday evening at 18:40-20:40, October 21, 2003, all Conference participants and accompanying persons are invited to the chairman¡¯s reception of the LOC, which will be held in the Banquet Hall of the Sofitel International Hotel, Zhengzhou.

Farwell Banquet
On Thursday evening at 18:50-20:10, October 23, 2003, the Farewell Banquet will take place in the Banquet Hall of the Sofitel International Hotel, Zhengzhou.

Acrobatics Performance
On Wednesday evening at 20:10-22:10, October 22, 2003, the LOC will organize an acrobatics performance in the Showing Hall of Acrobatics, Zhengzhou.

Notes
The arrangement will be detailed, please give your attention to the notice during the Conference. If taking a bus is needed, please gather in the lobby of SIH at least 10 minutes before departure. All the buses will leave on time.

£³TECHNICAL VISITS AND TOURS DURING THE CONFERENCE

Technical Visits
One-day technical visits for all participants and accompany persons on October 24 will be arranged during the Conference including Yellow River Museum, Laboratories for the Yellow River model testing at YRIHR, the Yellow River Water Regulation Center, Huayuankou Vulnerable Sports for the Yellow River Flood Protection, Huayuankou Digital Gauging Station and Water Quality Monitoring Station, etc.

The buses for visits will leave SIH at 8:00 am. Four visiting groups will be alternately arranged according to the specified routes. Please take your bus specified and defer to your guider¡¯s arrangement. Please give your attention to the notice during the Conference for details.

Activities for Accompany Persons
Activities for accompany persons during the conference will be organized to visit famous relics, museums, gardens and commercial center etc. The detail arrangement as follows:

? Archaeological tour: Departure for Dahe Culture Village by bus at 9:00 in the morning of October 21 to explore the sites of ancient village, and back to SIH at 11:00. Leaving SIH in the afternoon at 14:00, to visit the Henan Museum, back to SIH at 17:00.

? Amorous feelings tour: Departure for Kaifeng by bus at 8:00 in the morning on October 22, to visit the Park with ¡°Up-the-River-on-Shingming-Festival¡±. Lunch at Kaifeng, back Zhengzhou in the afternoon and reach SIH at 17:00 pm.

? Shopping tour: Departure SIH by bus at 9:00 am on October 23, to visit the commercial circle by the 7th February Square and the Dehua Walking Street in Zhengzhou city, and back SIH at 11:30 am. It is free in the afternoon.

Oct.25: Leave Zhengzhou for Chengdu, visit the Temple of Marquis Wu, the Thatched Cottage of Dufu, the Zoo (panda), stay in Chengdu
Oct.26: Arrive at Dujiangyan, visit Dujiangyan Water Project, Anlan Cable Bridge, Qingcheng Mountain, Shangqing Palace, return to Chengdu, Leave for Chongqing by train in the evening
Oct.27: Arrive at Chongqing, visit the Southern Hot Spring. After the dinner, visit Nanshan Mountain Scenic Spots, a Place Called Yikeshu, an Ocean of Lights, Waves of the Yangtze and Jialing Rivers, stay in Chongqing
Oct.28: Leave for Dazu County through the Chengdu-Chongqing Highway, visit Baoding Mountain and Beishan Mountain of Dazu Rock Carvings, return to Chongqing. After the dinner, start to visit the Three Gorges of Yangtze River by water
Oct.29: Visit Fengdu City, the Ghost City. In afternoon, visit Shibao Village or Zhangfei Temple, stay on board
Oct.30: On board, visit Kuimen Gate, Qutang Gorge, Fairy Peak of Wushan Mountain, Dam of the Three Gorges, stay on board
Oct.31: Visit Yueyang Tower, the Ancient Jingzhou City. Arrive at Hankou, complete the tour. (Note: The tour and accommodation will not be arranged in Wuhan where the delegates leave China.)
